Chic for Cheap: Guest at a Casual Wedding in Seattle

This look was requested by reader Megan who describes the wedding she'll be attending as: "A relatively casual wedding with karaoke, taco bar, etc.  It will also be in
Washington, which means its dreary and chilly and raining outside."
