Felicity, I use photoshop to create my palettes but I know there are some great programs online. Have you tried the one I spotlighted in this post: http://www.creaturecomfortsblog.com/home/2009/7/30/web-help-color-palette-generator.html

i absolutely love what she is doing with this challenge of hers. she clearly knows her way around the digital darkroom and has a great eye to boot!
